San Francisco City Hall Wedding & Elopement Guide
Everything you need to know before your City Hall ceremony.
First, congratulations — you're about to take one of the most meaningful steps of your life with the person you love most.
If you're considering getting married at San Francisco City Hall, or simply want a set of timeless, elegant wedding portraits in one of the most photogenic buildings in the country, this may be one of the best decisions you make during the entire wedding planning process.
As one of San Francisco's most iconic landmarks, City Hall is celebrated for its soaring rotunda, marble grand staircase, Beaux-Arts arched corridors, and four floors of endlessly varied backdrops. Whether your aesthetic leans toward refined minimalism, romantic classic, or modern editorial, this building delivers — effortlessly.
This guide covers everything you should know before your San Francisco City Hall wedding, elopement, or portrait session — so you can walk in confident, unhurried, and fully present.
"City Hall doesn't care about the weather. The light, the marble, the architecture — it's all there waiting for you, every single day."
Why So Many Couples Choose San Francisco City Hall
City Hall's greatest strength is its versatility. It works for nearly every style and doesn't depend on outdoor conditions.
The building has a natural completeness to it: the drama of the Grand Staircase, the open sweep of the Second Floor Balcony, the quiet elegance of the Fourth Floor Gallery, the warm window light at different hours of the day — and a different background waiting at every turn. This makes it ideal for wedding portraits, civil ceremony photos, couple sessions, first looks, family portraits, and even a full wedding story in a single morning.
For couples planning an elopement, City Hall is especially practical. The process is straightforward, parking and transit access are excellent, guest counts are flexible, and even the most intimate ceremony feels genuinely grand and ceremonial inside these walls.
The 3 Types of San Francisco City Hall Weddings
One of the most common misconceptions about City Hall weddings is that all ceremony types automatically come with an officiant provided by the venue. That is not the case. Only the Civil Ceremony includes an officiant through the County Clerk's office — the one-hour and two-hour packages require you to arrange your own.

Don't Forget a Vow Book
If you're having a One-Hour or Two-Hour Wedding, you'll have the flexibility to include personal vows — and this is a detail worth getting right.
I strongly encourage every couple to order a beautiful vow book in advance. A matching pair of thoughtfully designed booklets — written out by hand the night before — brings a completeness to the ceremony that a folded piece of paper simply cannot. In photographs, these details are magnified. A well-chosen vow book elevates the entire visual story of your wedding day and becomes a keepsake you'll reach for again and again.

Live Music: What's Allowed
Many couples want music during their ceremony — it adds atmosphere, signals transitions, and makes the moment feel fully realized. City Hall permits this, with some important guidelines.
For the One-Hour Wedding, acoustic musicians are allowed with prior approval, and all musicians must come from City Hall's qualified vendor list. Amplified music and vocal singing are not permitted for this package. For the Two-Hour Wedding, outside vendors including musicians must also be pre-approved before the event.
Food and beverages cannot be brought in for One-Hour Weddings, and any external catering for Two-Hour Weddings requires prior approval as well.
The cleanest approach: plan your officiant, music, photography team, and ceremony timeline together — early. Each element informs the others.
Photography Tips for Your City Hall Session

Build in portrait time — separate from the ceremony. Many couples schedule the ceremony and portraits too tightly, and portraits end up rushed. The most beautiful images from City Hall aren't just ceremony shots — they're the quiet moments between you: walking a hallway, pausing at a window, looking back from the top of the staircase. Those take time to find.
Because it isn't just a convenient place to get married. It is a space that condenses ceremony, architectural beauty, history, and urban romance into a single afternoon.
For couples planning a San Francisco City Hall elopement, it offers the formality and significance the moment deserves — without requiring a large guest list or months of vendor coordination. For couples who simply want beautiful wedding portraits, it delivers a setting that looks extraordinary in photographs without any dependence on weather, season, or time of year.
Whether you're eloping quietly, hosting an intimate civil ceremony, or celebrating with a full wedding party on the Rotunda staircase — if you plan the details thoughtfully, City Hall will exceed your expectations every time.
